I have tried Windows update, the stand alone download, uninstalled all virus programs McAfee and non window's firewall, turned off win defender, Safe boot, Clean Boot, readness tool and fix it, reset window update and the file integrity checker. I am quickly running out of options other than a wipe and fresh install.
